Every young person in North Lincolnshire deserves the opportunity to build a successful future – and North Lincolnshire Council is set to strengthen the help available.

The plans would bring together schools, colleges, employers, the Department for Work and Pensions, health partners and the voluntary sector to ensure young people receive the right support at the right time.

They build on a strong local track record. While nationally around four per cent of 16 and 17-year-olds are not in education, employment or training, in North Lincolnshire that figure is less than two per cent.

The council now wants to go further by strengthening partnership working and expanding the support available to young people.

Cllr Rob Waltham, leader of North Lincolnshire Council, said: “This is a personal priority for me. Every young person deserves the chance to succeed, and we are determined that nobody slips through the net.

“National policies have made it harder for businesses to employ people, particularly young people. That makes it even more important that we step up locally, create opportunities and ensure no young person is left behind.

“We already have a strong network of schools, colleges, employers and organisations supporting young people every day. We are choosing to invest further in those partnerships, making sure organisations work more closely together so that young people receive the support they need as early as possible.

“Whether that’s an apprenticeship, further education, training or a first job, we want every young person to know there is an opportunity for them and people ready to help them take that next step.”

The details are set out in a report due to be discussed by the Cabinet. The plans build on North Lincolnshire’s Youth Hub, which has supported almost 1,000 young people over the past five years, helping hundreds into paid employment while many others have progressed into apprenticeships, training, work experience and further learning.

The proposals also include a new intensive programme for young people not in education, employment or training, alongside expanded employability workshops, work experience placements, careers events and sector-based training.

If approved, they will strengthen partnership working to identify young people who need support earlier, remove barriers to opportunity and help more young people move into education, training or employment across North Lincolnshire.

Cllr Waltham added: “Success will be measured by one thing – more young people fulfilling their potential, more local businesses finding the skilled workforce they need and fewer young people left behind.”

Barton’s links to one of the most iconic animated films of all time will be celebrated through a new arts and heritage project backed by North Lincolnshire Council.

The Ted Lewis Centre has been awarded £4,300 through the Cultural Futures programme for Dive with Ted Lewis into The Beatles’ Yellow Submarine.

The project will celebrate Ted Lewis’s work as Animation Clean-up Supervisor on Yellow Submarine, exploring his contribution to animation and film heritage through oral histories, research, exhibitions and archive material.

It will culminate in a live Beatles tribute event on Ted Lewis’s birthday in January 2027.

Displays of artwork, animation techniques and archival material will also be created for the centre, giving visitors the chance to learn more about Ted Lewis’s creative legacy and Barton’s connection to a world-famous piece of pop culture.

“Ted Lewis’s story connects Barton to one of the most recognisable films and soundtracks in popular culture. This project will help more people discover that connection, celebrate his creative contribution and make sure that legacy is shared with future generations.

“Cultural Futures is about backing communities to tell their own stories – and this is a story Barton can be incredibly proud of.”

The project is one of 14 new arts and heritage schemes awarded funding through Cultural Futures, a multi-year programme supported by The National Lottery Heritage Fund and North Lincolnshire Council to increase cultural activity across the area.

The wider funding round will also support projects including free blacksmithing taster sessions at Owston Ferry Smithy; an artist residency exploring play and childhood at Wilderspin School Museum; a portable exhibition telling the story of Burton upon Stather’s role in the build-up to D-Day; a new 80-mile walking trail linked to Olaudah Equiano, John Wesley and stories of freedom and reform; and creative projects bringing young people, older residents, artists, volunteers and community groups together.

In total, more than £63,000 has been awarded in this round.

The Cultural Futures programme is supported by The National Lottery Heritage Fund and North Lincolnshire Council.

From chart-topping musicians and comedians to dance schools, theatre groups and community performances, The Baths Hall has welcomed thousands of people through its doors.

Now the council is planning the next chapter in its long-term investment programme to help secure the venue’s future.

Cllr Rob Waltham, leader, North Lincolnshire Council, said: “People don’t come to The Baths Hall to think about boilers or heating systems – they come for a great night out.

“Our job, and the promise we’ve made, is to make sure everything behind the scenes is working just as well as what happens on stage.

“Investing now helps protect one of North Lincolnshire’s most important venues, reducing future running costs and making sure it continues attracting major acts while providing a stage for local performers, schools and community groups.”

The proposed heating upgrade builds on a programme of investment already underway at the venue. In 2024, 360 solar panels were installed on the roof, cutting electricity costs by more than £63,000 in their first year.

More recently, every stage light and more than 900 internal light fittings were replaced with modern technology, reducing electricity use by around 75 per cent and saving a further £30,000 a year.

Together, the improvements – using grants from government not local taxpayers’ money – have reduced the venue’s annual running costs by almost £100,000.

Cllr John Davison, cabinet member for Ashby, Bottesford and Scunthorpe, said: “The Baths Hall is a huge asset for Scunthorpe and North Lincolnshire. It brings people into the town, supports local businesses and provides opportunities for everyone from international performers to our own talented local groups.

“This latest proposal is about planning ahead. By investing in the building now, we’re helping ensure The Baths Hall remains a first-class venue that people can continue to enjoy for many years to come.”

The historic Isle of Axholme landscape has moved a step closer to international recognition – and better protection – as council leaders join partners from across the region in formally signing the Humberhead Biosphere nomination.

The submission marks a significant milestone in efforts to protect and promote one of England’s most distinctive landscapes, supporting flood resilience, nature recovery, sustainable farming and the long-term future of communities across the Isle.

Cllr Rob Waltham, leader, North Lincolnshire Council, said: “We committed to supporting this nomination because we believe the Isle of Axholme is one of the most special landscapes in the country – we made a promise to residents to protect it and we’re keeping it.

“This is another important step in delivering that commitment and ensuring the Isle receives the recognition it deserves.

“The Isle has been shaped by generations of people who have lived and worked here, adapting to challenges, managing water, supporting farming and building strong communities. This nomination celebrates that heritage while helping to secure a sustainable future.

“It is also a powerful example of organisations coming together around a shared ambition to protect and enhance this unique part of North Lincolnshire.”

The Humberhead Levels, which include the Isle of Axholme, are recognised for their unique history, internationally important habitats and centuries of innovation in managing land and water. If successful, the Biosphere status would place the area among a select group of internationally recognised landscapes where people and nature work together to thrive.

Cllr David Rose, cabinet member for environment and planning, said: “The Isle of Axholme is a living, working landscape with a character and identity unlike anywhere else.

“This nomination is about recognising what makes the area special and strengthening the partnerships needed to support its future.

“From flood resilience and nature recovery to farming, heritage and tourism, there are real opportunities to build on the strengths of the Isle and ensure it continues to thrive for generations to come.”

The nomination has been developed through a partnership that includes North Lincolnshire Council, Doncaster Council, East Riding of Yorkshire Council, Bassetlaw District Council, Yorkshire Wildlife Trust, Yorkshire Water, Natural England, Historic England, the Environment Agency, the Canal & River Trust and the Yorkshire and Humber Drainage Boards.

Together, the partners have worked with farmers, landowners and local communities to develop a vision for the future of the Humberhead landscape that balances environmental protection with thriving rural communities and businesses.

The nomination will now be submitted for consideration as part of the international biosphere programme.

A much-loved playground in Scawby has been transformed thanks to a £19,812 community grant, creating an even better place for local children and families to play, explore and spend time together.

Scawby Parish Council used the funding to upgrade play equipment, giving the site a fresh new look and creating more opportunities for outdoor activity, adventure and fun.

Cllr Rob Waltham, leader of North Lincolnshire Council, said: “Community grants help turn local ideas into reality.

“This investment has created a fantastic space where children can play, families can come together and the community can make memories for years to come.

“We promised to back town and parish councils to make things happen in their communities, and this is another example of that commitment being delivered.”

The project is part of North Lincolnshire Council’s ongoing commitment to supporting grassroots initiatives that strengthen communities and improve local spaces.

Community grant funding is available to support local groups and organisations to deliver projects that help people stay safe and well, while creating stronger, more connected communities.

Cllr Janet Lee said: “Good quality play spaces are incredibly important for children and young people.

“This project shows what can be achieved when local communities have the support to bring their ideas to life. It’s wonderful to see a space that will benefit families across Scawby for many years to come.”

North Lincolnshire Council’s commitment to supporting communities and improving outcomes for residents has been recognised with a prestigious national award.

The MJ Achievement Awards – where North Lincolnshire Council was crowned Council of the Year – recognised the commitment to free car-parking, free books for children, protecting libraries, free swimming, investment in leisure centres, improving parks and green spaces and planting hundreds of thousands of trees.

Judges praised the council’s “unwavering focus on residents”, strong “values-driven leadership” and its ability to combine “ambition with honesty” while continually striving to improve.
